The International Academies of Emergency Dispatch® (IAED™) and Priority Dispatch® are pleased to present Protocol 40: Incident Standby/Staging for the MPDS® with this ProQA® v5.1.1.48 Maintenance Release.
Protocol 40: Incident Standby/Staging was developed by the IAED for managing the variety of standby requests EMS agencies may receive where there are no reported patients at the scene. The use of this Protocol allows agencies to process, assign, and document varied responses to each of these requests for service.
PPDS v7.0 in Canadian English also goes out with this release, for our highly competent Canadian Emergency Communication Centers.

LANGUAGE INFORMATION:
This initial ProQA v5.1.1.48 release and all associated materials are for English-only users – Canadian English users (for PPDS v7 only) – with a release of all other languages to follow in two weeks. We recommend that bilingual agencies perform one update after foreign languages have been released to ensure full functionality in all supported languages.
Global
The clarifiers related to SERIOUS hemorrhage were changed from “(spurting or pouring)” to “(spurting/ pouring/uncontrolled/won’t stop)” throughout the protocol, including definitions and Key Questions.
Protocol 23: Overdose/Poisoning (Ingestion)
New answer choices and Suffixes were added to Protocol 23 to better differentiate between accidental and intentional intake of substances. The POISONING and OVERDOSE definitions were removed, and the related Determinant Descriptors, Rules, and Axioms were updated to reflect these changes.
Protocol 40: Incident Standby/Staging
This new protocol allows EMS agencies to process, assign, and document different responses to the large variety of STANDBY requests that they receive.
Case Exit
Instructions to Control SERIOUS Dialysis AV Fistula Bleeding were added to Case Exit. A DLS Link to these instructions, as well as additional related changes, were added to Protocol 21.
Case Entry
The definition for REPORTED BUILDING/STRUCTURE FIRE was modified to improve clarity regarding what a caller might report.
Chief Complaint Selection Rule 1 was updated to “REPORTED BUILDING/STRUCTURE FIRES should be coded as ECHO or DELTA by local policy at the discretion of the Local Fire Administration.”
Protocol 69: Structure Fire
Several adjustments were made to the wording and qualification of various Key Questions when an odor of smoke or LIGHT smoke is reported.
Protocol T: Tourniquet
The definition of SERIOUS hemorrhage was updated to reflect changes in the Medical v14.0 protocol.
Global
Two agency-defined CEIs were added to every Chief Complaint.
Protocol 106: Assault/Sexual Assault/Shooting/Stabbing
Suffixes E and U were enabled for all STABBING codes, and the wording of Suffix U was adjusted from “(SHOOTING codes)” to “(SHOOTING/STABBING codes).”
Protocol 116: Drugs
The Key Question sequence for found drugs or paraphernalia was reduced to ask only about the type of drugs/paraphernalia, the location of the items, if anyone needs medical attention, and the number of people who need medical attention.
Protocol 121: Mental Disorder (Behavioral Problems)
A new “Caller making suicidal threats” answer choice was added to the Key Question “Are you thinking of hurting anyone, including yourself?” If this answer is selected, ProQA will shunt to Protocol 127.
